Subject: [Leica] IMG: Remembering

I drove past this memorial many times.

Several weeks ago, on my way after caring for my granddaughter
I stopped to photograph it with the lens that was on the camera: 75  
lux, M8.

As I processed the image it became increasingly clear
that this main feature of the memorial needed its context; its  
environment.
After caring for Sophia yesterday; I returned with the 15 Heliar on  
the M8 .

For all of these images, I still don't feel that I've captured this  
scene.

Who made and maintains this tribute?
When did the building of it begin?
Who did (or does) the uniform belong to?
