Here is my personal OT reply:

IMHO, the Nobel Committee is engaging in an old and effective practice  
called positive reinforcement, which in simple terms means rewarding  
behavior that you wish to encourage, so that you will get more of that  
behavior. It is the method used to train animals, and works  
exceedingly well with us human animals too.

What behavior is being reinforced? Ah, I'm not sure, but I think it  
may be a quaint notion that it is better to talk than to shoot.
