In a landmark decision, a federal judge has ruled that the Army Corps of
Engineers' failure to properly maintain a navigation channel led to massive
flooding by Hurricane Katrina.

A federal court judge has ruled in favor of several plaintiffs in a case
deciding whether the Mississippi River Gulf Coast Outlet is in part to blame
for the flooding followed by Hurricane Katrina.
