These are not on my car; I just saw them on the front tires of an 18 wheeled
delivery truck when out shopping. They didn't look like ornaments to me, but
more like permanent car bling.

just curious to know if this sort of Christmas deco is legal in your
state;
I bet the first policeman encountered here would immediately bring a
charge against you for driving in a way that may cause bodily harm to
others.
Any tip on that?
