Hi Bob,

Nice link.  The same sort of phenomena can happen on a smaller scale, as 
well.  The USAF installed 200-ft exhaust stacks at Arnold Center when we 
were testing rockets for NASA, because of the nature of the exhaust 
products.  Strong winds caused the stacks to sway from side to side as 
vortices were shed alternately as the wind blew past the stacks.  This 
condition was corrected by the addition of spoiler plates on the stacks to 
break up the flow.  Since that time, I have been concious of this problem, 
and I have observed the corrective measures on a number of other stacks that 
I have seen.
