Wiki thinks it was a Zeiss design.

Which makes one assume they had a hand in it like they did the Hologon.
But it could be a mistake. As it seems very few lenes out there are NOT
patterned on a Zeiss design from the beginning. But are just tweaked a bit
and given a new name.
