fortunately not :-)
Arsenal is a former arsenal (where they kept powder and ammo) turned  
into one of the best sounding music halls in Europe by an architect  
from Cataluna - and used as a recording studio by conductors such as  
Harnoncourt I think.

In fact Metz used to be the Kaiser's gate to the German empire (1870),  
then was finally brought back to the French fold (1944) and was/is the  
HQ for the French military facing the Eastern block...
Following the fall of the wall (1989), streamlining the forces means  
lots of huge now derelict buildings are nothing but useless pieces  
inherited from a bellicous past.
Some of them have been restaured and turned into university buildings,  
hotels, residences, etc.
Better this than barracks IMHO
The whole city retains its austere military atmosphere though.
