An astute observation, Nathan.  Could you safely return the duds in a bucket
of water?

Unfortunately, not everyone thinks these things through.  I saw a piece on
the television news last night about a poor soul up near Tulsa who died of
throat injuries when - you guessed it - a fireworks projectile did not
function as promised and he looked into the barrel to see what was wrong.

Sadly, you just cannot make this stuff up.
