I've never seen any of Jim's photographs as Jim intending "to make fun of" 
his subjects.
I imagine Jim on "safari" with an authentic interest in, and respect for, 
his subjects.
No different than any of us documenting our various "other" choices of 
subjects.
Nor do I find his unique subjects particularly "laughable."
He brings us documents from unique human subcultures, places and events, 
that we may not otherwise experience. And seems to do so with genuine 
interest and empathy.
While his subjects may appear not to conform to some preconceived notion; 
they conform perfectly within their subculture - not funny - fascinating. 
They obviously wear their t-shirts, ribbons, tattoos, cars, hair dos, 
leathers or other costumes proudly - as do we all.
