BD,

I think you have picked up on something critical here - Salgado is not a 
good "people" photographer unless it is incorporating humans individually or 
en masse into the environment as compositional elements. So on the one hand 
a humanist, on the other, someone who deemphasizes people within their 
environment. I think you can see macroeconomics in the work.
