Jim,
I just found a roll of negatives from the IIIa, and they are almost 
centered, but, if anything, the offset is opposite yours.  I would still be 
sure that the leader is placed as close to the flange of the takeup spool as 
possible, and that the spool is pushed all the way into place, since the 
spool probably provides most of the vertical alignment for the film.
