Hi Tina,
No question  this is a B&W for sure for one simple reason.

It's the content, the expressions on the childrens faces  as well as the 
adults!

Colour would just drown these smaller facial areas within the frame simply 
because their clothing colours would swamp the scene and distract from the 
faces! And that's what it's all about! The faces!
