no, the bigger problem is special-interest legislation.

in conjunction with government actively demonising photographers as
accomplices for terrorists -

the aim is to shut down public participation and oversight thereby allowing
further theft from the Treasury.

even in boston massachusetts i encounter increasing numbers of people
hesitant and fearful about taking photos on public streets. much more so
than when i first moved here in 1996.
