I strongly recommend the newest Microsoft Surface tablet (Quad core Atom,
starting at $499) or the Surface Pro 4 (the base CPU is an i5, starting
around $ 800),  depending on your budget. Note that even the cheaper
Surface runs Win 10 and is compatible with Office and other Win programs.

I find the IPAds to be unusable for anything more demanding than reading
magazines and books on line. The lack of a hierarchal files system -
perhaps a deliberate choice by Apple to prevent cannibalizing laptop sales
-  renders the iPad  useless for serious work.
