DOUG!
Without question that is absolute "BULL-SHIT!" On the part of LEICA!!! 
I assume you sent it to LEICA USA? And after 8 months and you get it back in
worse shape than you sent it? IE: "Back lens cap & lens mount smashed?" 
Now I'll calm my lashing tongue and mental rage for a moment! :-(
1/ I'd immediately by phone attempt to contact whomever is head person in
Leica New Jersey and see what re-action you receive? Speak nicely as I know
you would!
2/ Prepare a letter outlining (what you have told the crew) along with
photos! Close-ups as you've shown here, plus more where damage is visible.
Obviously in your words you describe "Front of lens damage!" This photo is
the rear lens cap and rear lens mount to body! 
Yet you said it was the "FRONT of LENS????? That required replacement? And
if it was the front of lens?
OBVIOUSLY LEICA DROPPED THE LENS AND SMASHED THE REAR CONNECTION!" While in
their custody?
This isn't a "Nickel & dime" lens to buy and they've made it worse by
smashing it more?And no PARTS?
Once you have everything ready to ship and before you package it. SHOW IT
ALL TO A LAWYER to verify his/her seeing it.
Now once you have all the photos ready and written outline? Find out who the
most super head guy is in Germany. Don't do anything yet. 
But as soon as you have your "ONE on ONE" conversation with super head guy
in New Jersey and what happens? And if it's crap from him? You ship package
of photos and details to head guy in Germany airmail.
If nothing comes of all this? Contact the PHOTO MAGAZINES with a scorching
story of the whole mess! 
The Ace you have is? You are an outstanding "Wild Life" professional
photographer of great accountability with your photo results!
By the same token it's your call economically and just how far you wish to
push this?
If LEICA had any balls, certainly in your professional case?  THEY'D GIVE
YOU A NEW LENSE!!!
I can only wish you all the possible success for a positive outcome.

Suppose that 8 months ago you'd sent your most-used lens to Leica for repair
(it was dropped, the front rim has a dent and there are tight spots in to
focussing ring)

Suppose further that the lens returned yesterday, unprepared due to a lack
of parts.

And then suppose you opened the package to find this:
