I think we should have a homeland security home guard, with properly
appointed uniforms. Kinda like the Greens in Germany.  Ouch, damn that
knee jerk!
We could have block captains, monthly meetings, those kinds of things.
We have the infrastructure in place like home owners associations,
fraternal orders, AARP, you name it could be retooled. The D.A.R.E.
program could be expanded to oversight on the neighbors, not just one's family.
Ach du liebe! One can only dream for the return of order!
