On the tool palette, go to the eye-dropper tool and expand the menu.  The 
bottom choice looks like a ruler.  Choose it and use it to draw a line on 
your tilted horizon.  Then go to Image > Rotate canvas > Arbitrary.  It 
will tell you how far out of kilter the horizon is.  Just click ok and it 
will straighten your horizon.  Then you just have to crop the corners to fit.

The Image > Rotate canvas > Arbitrary command is also where you can put in 
fractions of a degree.
