Human beings will build whatever and stupid humans will do stupid things that will destroy whatever was built. Maybe not this generation or the next, but at some point whatever humans build will be knocked down. Now, if you you use material that the river brings you to build up above sea level while restoring the wetlands south of the Big Easy then you might have something. As to finance, make it legal to issue two hundred year bonds and finance them with a severance tax on hydrocarbons passing through the port.
