There are small VAT differences between EU countries, but certainly not enough to explain the UK-Spain difference you cite. It is simply a matter of the Spanish market not being very competitive for many goods and services, plus the fact that many Spanish people are not used to buying from abroad, that allows the kind of ripoffs you describe.
