It just appears to be finer grained when it's not overexposed because
underexposure causes one to use higher contrast paper to print, which
emphasizes grain. Overexposure causes highlights to block up, and in fact
the grain does increase. Perfect exposure is the only way to have the
finest grain possible. Overexposure to decrease grain works only with C-41
films.
