No,
but if you don't like the quality of the first one you get, then a second 
option shouldn't cost you more than a few dollars more.
The last one I bought here in England was a reasonable 5GBP.
I used one for years in the mid seventies and was always very happy with it.

Optical design is the blueprint. It needs to be executed. I would imagine 
that
Japanese quality control blowws the socks off Soviet/Russian QC, so...

Have you heard of any problems with variability in the quality of the
Jupiters...
