Just one quick thought:
Have you examined the internals of the lens for fogging etc? A flashlight
at one end of the barrel and an eyeball at the other can be an
enlightening experience.

The performance of a 50mm Summicron bought used was very disappointing
until Sherry Krauter scoured everything inside.  Now it's a stellar piece
of glass.
