Thank you for your kind reply.  It was I who started this long conversation
off and I take full responsibility.

I was In Rome and the Tuscany regions(That I really enjoyed).  In Rome in from
of my hotel waiting on my tourists bus I opened my tripod and was taking a
picture of the Hotel I was staying in.  The policeman came by and held up
three fingers on his right hand, making them a tripod.  With his left hand he
pointed to the small tripod he had made with his right hand and skaking his
head no.  I did not understand and ask my tour guide to speak to the policeman
and see what I had done wrong.  

You have to have a permit to use a tripod.

Two hours later in a beautiful rose garden I was taking macro shots of some of
the roses and bam, it  happened again.

I was getting gun shy and hence I ask the question to the Lugs.
