The author of this book is Oliver Sacks. He also wrote "The Man Who
Mistook His Wife for a Hat", and he has also explored neurological
phenomena such as migraine headaches, as well as the experience of deaf
people (writing about their unique view on language).

You may also have seen him on a BBC documentary series that he's done.
I can't remember what it was called, but it very much follows the style
of the books.
