As much as people don't like it, I would have to say my little Olympus XA is
very quiet.  Probably a bit more quiet than my M6.

Well, they don't get much quieter than Leica M's in 35mm, except maybe for
the black Konica Hexar.
A few years back there was a piece in PDN, which said that the CIA asked DAG
to make M cameras less noisy.  DAG is said to have accomplished it by
removing the lubricants.
As for the rollei TLR, side by side, the 3.5F is considerably less noisy
than the 2.8F.
In my opinion, the least noisy camera made today is the Minox M series -- it
also has the least shutter delay, a great street photography camera.
