I'd lay odds on it being one of the Kobalux/Avenon/Pasoptik lenses. Tom A (if
he's listening) might know more, or Dr Joseph Yao in Hong Kong.
I had a BJP report which I transcribed a while back though I can't find the
file now, maybe someone else still has and can forward it?
If it is the above mentioned lens then its a good performer, not up to current
Leica standards but able to better the highly regarded S/A f3.4, according to
the BJP.
They do sell seperate 21mm finders.
