I once took off on my local postmaster for the expense the Postal 
Service incurs in making the myriad commemoratives it does 
during the year. My point to him was that the Postal Service 
seemed to me to be underwriting the philatelist's interests at the 
expense of the general public.

He replied that, statistically, the expenses incurred, such as 
engraving, labor, materials and promotion were far exceeded by 
the income from the sale of the commemorative stamps. That 
plus the fact that nearly all of the stamps sold are never used for 
postage due on mail or parcels makes, at least, for a win x 2, if 
not a win x 3 situation.

Again, kudos to the collectors!
