It depends on the circumstances.  Generally, I consider outsourcing abroad to be
suspect until proven otherwise, no matter what the countries involved.  I have
_very_ rarely heard of any company outsourcing for any reason other than a fast
buck; certainly improved quality never seems to be a motivation.

I made the statement _based_ on experience and knowledge.  I expected a number
of knee-jerk reactions to the post, but that's hard to avoid.

Correct.  But see above.  Most companies are trying to save money and boost
profits when they outsource--quality is not a concern, as long as it meets some
minimum standard that won't cause too much trouble with customers.
