Technically you need a permit from the police to set up a tripod on public
right-of-way, and in public buildings you need one or more authorizations from
one or more organizations to use a tripod--if they are willing to give them to
you.  The reason for this is ostensibly that tripods are a public nuisance (and
this is true, in many cases, as in the darkness of Notre-Dame or on the crowded
plaza across from the Eiffel Tower), but sometimes it is inappropriately
applied.  Most people sneak photos with tripods, if they use them, and hope that
nobody complains.

You can still shoot handheld.
