It does really depend on your bank. I have an ATM from Citibank in NYC, another
one from Citibank Belgium, and yet another one from a credit union in New Jersey.
With all three cards, I have withdrawn money all over Europe, in the U.S. and in
Japan and never paid any fees and always gotten a better exchange rate than any
local bank or exchange office could provide. As you say, one's mileage may vary,
but if one travels a lot this is definitely worth investigating.
