I bet it's Rodinal 1:100 or 1:75.
I've run my Neopan 1600 and you get some real grain but it doesn't dominate the image.
But only about 10 x less grainy that the Mezzotint effect you get from T Max
3200 at 1600 with the same developer!
Turns you into a pointillist!
