The institute you refer to is the COSC.  The companies in question send their movements there to be tested and certified.

Another interesting note is that the top brands of Patek, A. Lange & Sohne, Jaeger-LeCoultre, etc., don't give a rat's patooey about COSC certification and prefer to regulate their own movements, oftentimes to standards far more stringent than COSC's.  COSC's "chronometer" certification is more a marketing point than anything else.
