I have no clue how you might restrict the contest to needy persons, but will 
venture a suggestion about subject matter. General photogaphy, B&W and/or 
color, any subject would be a nightmare to judge. Make it one, very limited 
subject area and only B&W, or color.

Here is my suggestion: Color only, and the subject; a portrait of someone 
over the age of 85, in natural light.
