Martin,
try leaving out the photoflo entirely

you know that to get rid of water marks, all you need to do is wash in
distilled water and dry, don't you?
Anyway, think about this:
if your final bath is pure distilled water and you still get
watermarks, the watermarks are from something that isn't distilled
water. Ergo it's either
- - -- the photoflo, so use less or none
- - -- something in the tank or absorbed in the film, in which case you
aren't washing properly

I believe Martin's @#&$$& water marks may be caused by inadequate final
rinsing. To be sufficiently thorough, you must rinse at least three
times. Failure to do this will merely dilute the hard water minerals or
soap, it won't remove them completely. You will then get drying marks.

I suggest, if you must use Photoflo or some other soapy additive, don't
let that be the final rinse. Do at least three additional rinses, using
pure (distilled or deionised) water only. You don't need to use a
squeegee or any other means of removing the water from the surface of
the film, unless you're going to dry it in a dust-prone place. Pure
water cannot leave drying marks but a squeegee can certainly scratch
the emulsion, which is still soft until it is dried out completely.
