Dan,
I use D23 as a two bath (first bath is D23, second bath is weakly alkaline 
and has common salt added to decrease swelling, exact composition varies) 
and develop 10 rolls per litre with no time change. Times are 4 or 5 mins in 
first bath, 6 to 9 mins in second bath - 9 mins giving a bit of a push, all 
at 21 degC.
