Definitely, I work in an art department, and it WAS art you were viewing!!
You see, most photographic art is defined by elimination. 
If it can't be "photography" because of the 
lack of quality, and if it CAN'T  be "SHIT" because of the "importance" of the 
"photographer" (sometimes defined by political or economic clout--or "stature" 
within the academic community)
then it simply HAS to be art--what else could it be?
See,it's simple once you understand--isn't it?
