I suspect what is going on is mistaken expectations.  Plus-X has a fairly
steep characteristic curve and Delta 100 doesn't in ID-11 under dilution.
To get the steep curve you should probably use DDX or TMAX.  Or, learn to
live with a fairly long curve that lets you decide after processing what is
black and what is white in scanning or printing.  Looking at the basketball
series you have detail in your shadows and detail in your highlights which
is pretty good in a gymnasium with 100 speed film, some would say amazing.
I personally won't go near a gym with less than 800 speed film.

If your negatives have shadow detail and the highlights are printable then
the developing is probably close to what is needed.  On the other hand, if
there is no shadow detail then I would decrease developer dilution even to
using a replenished stock solution.  If your highlights are blocking up then
decrease agitation, increase dilution, and or last resort decrease time.

EDITORIAL:  Many people get lost in developing theories.  Most of the time,
if you reset to the manufacturers recommended developer, time, temperature
and dilution then acceptable results will occur.  If they don't , then there
is some external factor, old film, damaged film, oxidized developer, poor
metering technique, thermometers out of calibration, stupid human
tricks(putting in 10ml instead of 100).  So, if your processed film is truly
odd then eliminate one variable at a time until you find out what is causing
the problem.
