Buffers will hold a given Ph range to their limit(used up).  Chelating and
sequestering agents are also used to tie up undesirable elements in water so
that in most places everything works out.  The companies have to tell you
that in some cases their agents can not work their magic and you need to
change water supply.

For example there is a restaurant near Lake Waco in Waco Texas that gets its
water from a well.  There is so much sulfur in the water that anything that
touches the water is wretched.  BBQ good, ice tea emetic.
