This is only true up to a point.
The lensmount must be sturdy enough to hold the lens
axis perpendicular to the film plane - for years.
The shutter must be reasonably accurate, but most
importantly, it must be consistant.
Have you ever tried to work quickly and accurately
using a lens in the stop down mode? Under pressure it
becomes an exercise in frustration. And that leads to
missed shots.....
When asked to give advice and recommend a camera, I
always ask people how serious they think they will become
about photography. If all they will ever make are 4x6 or
such at the local one hour photo, almost any quality brand
will do. They will never see the difference, or recognise
it if they do.
So the most important factor becomes: "How well does
the camera fit YOUR hands?" If your fingers do not reach
the contols comfortably, your pictures will show it. And
then you lose interest. And the expensive toy goes in a
drawer, not to be used again.
So, yes, the lens forms the image. But the interaction
between the photographer and the camera makes the picture.
