Water will not work for fiber, or RC, as a stop agent. Give it some
time, and you'll see purplish areas appearing where the developer is
still active. Eventually it will solarize. 
If you want to have some fun try a water bath with Ilford's warm tone
paper. That paper needs a stop time virtually as long as the developer
time. Anything less will doom your_ archival_ prints to the refuse pile.
