Use T mode or M mode.

In P mode, 1/250 is selected and the TTL flash is automatically set to - 1 
2/3 EV (assuming normal ambient lighting).

In A mode, 1/250 is selected and TTL adjustments (+ or -) must be done on 
the TTL adapter or on the flash depending on the model.

If you want flexibility in shutter speed selection, you must use T or M 
mode. Obviously, M mode gives the ultimate flexibility and, in practice, I 
find that it works best for TTL fill flash.
