Hi

If the meter is down 2 stops throughout the whole
range
it could just be that they took it apart to clean the
prism and couldn't get the asa dial back on without 
collapsing the cam assy and reinstalled it a few
degrees off. This is a no brainer repair.
Using an F2 lens at, at what combo of shutter speed
and ASA and f-stop does the lolipop coincide with the
uppeer 
dot? How about the lower one? I don't remember the
correct settings but surely someone on the list can 
check out his SL and tell you. To check for mechanical
linearity cycle speed-Fstop Fstop-asa and Speed-ASA
and see if it stays on each of the dots.

If the offset varies throughout the range it could
just be a matter of playing with the pots in the
front. peel off the leather on the SL nameplate and
fiddle with the correct one! These the segmented
adjustments not only allow for finer calibration but
do allow compensation for moderate CDS degradation

If the CDS is bad they are still available new from
Leitz and can be pulled off lots of old parts cameras
cheap.

Worst case scenario ship it to Leitz in Jersey
It shouldn't be too expensive.
