Sal,

My experience flying in the last few months is: approach the scan/check
station, ask for hand check, be told no, repeat my request quoting the FAA
regs, still "NO", at that point ask for supervisor, supervisor comes
over--hand check given. Same thing at the State Department and Bureau of ATF
where they are much tougher than the airline check in.
