It is a TTL:

Make sure the shutter speed is set to 1/50 or under.
Clean the contacts of the flash and camera.
Turn off both the camera and the flash and try again.
The camera has to have good batteries for the flash to fire.

It is not a TTL:

Make sure the flash is set to manual or automatic.
Clean the contacts of the flash and camera.

Still no flash on camera but flashes with test button:

Try the flash on another camera with a simple hot shoe.

Still no flash:

Send flash in for repair.
