The shallow DOF and field curvature combined are making most of the fence
blurry.  DOF is extremely limited even at f/8, and in this case the field
curvature is working against you.  If the fence were angled toward you from
center to edges, the field curvature would make more of the fence in focus
than if the lens had a flat field.
