There are bonding agents for all types of materials.

All that is needed is a rubber glue such as siliconized rubber, RTV, etc.
Simply apply a very minimal amount of glue. Mate the two surfaces and allow
enough time for the glue to cure.

I have repaired several shades in this manner.
