If the switch is 'on', but the shutter release is not depressed, there is only the tiniest amount of power being drawn, just enough so the CPU can sense when the button has been pressed and turn the rest of the camera on. Over the life of a set of batteries, the difference in life might be 2% based on always turning the power switch off or not.
