What I was taught is that 100 proof is 50 ethanol (I assume by 
volume).  I was also taught that the historical basis was that 
gunpowder soaked with 100 proof or stronger would burn.

That the mixture ignites at room temperature?
If so it is about equal to our european 40 percent by volume.
The "cask strength that is sold here is over 60 percent volumetric.
