Well sure it does - Microsoft plays by its own rules and doesn't require
interoperability with others because afterall everyone should be using windows
and if they don't tough luck. That's always been Microsoft's attitude. No
suprise there.

This is EXACTLY why Sun raised such a fuss over Java - because Microsoft would
corrupt it, adding custome extensions that would tightly couple to Windows but
which wouldn't work on other platforms. It's part of Microsoft's co-opt and
conquer (engulf and devour) method for taking over standards.
