Forget the comments about dryer marks, photoflo marks, scratches, etc. This is a different problem. Did you have the lab make more prints at a different time from the same negs? What do the reprinted prints look like? Same marks? Different marks? No marks? I would still suspect the printer / scanner process.... Look at the negs... are the marks there? Look for density changes. Ditto the border area outside the image areas... like the sprocket hole area...? I may have missed the response.... were the prints made analog or partially digital?
